Old west pork chops

3-4 pork chops boneless
2 tbsp oil
2 tsp chili powder
8 oz tomato sauce
1 1/4 water
2 tsp. salt
1 cup rice
1 onion siced
1 green pepper sliced
you use 9x13 line it with rice and put half of liquid on top
layer with pork chops and onions and peppers top off with rest of liquid
cook covered 1 hour 375
