Classified Docs Everywhere Maybe Something Else Going In?

So it appears classified documents are laying all over the place and it seems a lot of people have access to the "Secure Rooms" , Maybe some forged or fake documents can also be going in and added to the Documents... How would we know? How do we know documents that say one thing aren't being replaced with fake documents that say something different?
