Did Muhammad really tell Muslims to stop coming to the mosque drunk?

According to Muslims, surah 4: 43 came about because of an incident in which Muhammad supposedly witnessed Muslims coming to the mosque. This creative exegesis of the quranic verse is a fiction. Jews were already instructed not to come to the Tent of Meeting while drunk, 2000 years before then!
