In June of 1995, Robert Fletcher answered questions about his concerns over the ‘conspiracy theory’ that the government has equipment to manipulate the weather. And former President, Lyndon B. Johnson stated that those who control the weather will control the world - in 1962. He later authorized weather warfare to be used in Vietnam.
