GNUS float is only 10M yet 227M was traded of that 124M was shorted shares Where is the SEC?

GNUS had a volume 23 times it’s legal float in o e day yet the SEC FINRA DTCC CFTC do not see a problem with that They legal float only 10 Million but in one day 124 Million GNUS shares were shorted How is this mathematically possible without criminal behavior?
