Sen. Cardin says bipartisanship is needed for debt ceiling

Sen. Ben Cardin: ‘I think it's important that we never draw lines in the sand. This is an area where we'll have to talk to Republicans; figure out a path forward. We've offered some suggestions on who takes the responsibility to raise the debt ceiling. There's other ways we can handle this, but I think it is a bad precedent to use this as leverage to deal with substantive budget issues.’
