Bob Chiaradio questions Westerly, RI School Superintendent Garceau’s contract allowing for reimbursement of reasonable expenditures in the execution of his duties. The larger problem comes to light that no receipts appear to have been submitted or required for those out of pocket expenses. Without proper documentation, it appears that the vague validity of these reimbursements are no more that padding his salary, aka, add-ons.

From 2018 to present, there’s an approximate $12.4K of reimbursements for expenses without a single receipt show those out of pocket payments.
In the last five fiscal years to current year 2023, $37,626 was budgeted and/or spent while only $10,500 was approved in the contracts spanning 2018 to present. The raw information was provided School Superintendent Garceau and compiled by Mr. Chiaradio.

Since taken the helm, Westerly’s RICAS scores and prior performance metrics in English and Math, have nosedived to middle of the pack performance in spite of the $26K per pupil cost, one of the highest in the state.
Citing lack of educational progress and forward momentum, Bob asks for the resignation of Mr. Garceau, Alicia Storey and former school committee chair, Diane Bowdy.
