Nine minutes later at 1:39:41 the crowd was getting more upset and outraged as the officers continued spraying pepper spray randomly out at anyone near. Still, mostly the anger was shown verbally, and nobody tried to overpower the officers.

There were still people on the scaffolding who continued to sound as though they wanted to provoke the crowd to move forward, or "press" forward, but very few protesters wanted to do so.

At various times, a few officers even moved the barriers aside and came out into the front of the crowd.
