Teach the individual on how to be a good man.

Teach the individuals themselves the virtues of being a good man and then trust him to do the right thing.

When someone is good, they know the difference between right and wrong.

They can be trusted to what needs to be done without immediate leadership.

This is why a society of good men is what we need.

The power lays in the individual and not only the governing body!
