What happens if Putin Nukes Ukraine? | Is there a response that won't get us all killed?

We can solve the nuclear weapons problem with just one small tweak to the way we control our arsenal. Even a cursory look at the effects of even a small nuclear exchange between super powers makes it obvious that nuclear war means the end of life as we know it. However, it's also equally apparent that full nuclear disarmament is never going to happen. But I've come up with a solution that will make the world a much safer place.

The main problem with nuclear war is that it happens so fast. Once one side launches ICBMs or Hypersonic missiles the other side only has a few minutes to react. This means that all nuclear arsenals have to be ready at a moment's notice and only a limited number of people can be involved in the decision to launch.

But what happens when you get an insane person in power--and they have full authority to launch a strike? Right now we are in a situation with Vladamir Putin could start a war just to prove a point. I am not totally certain that I can solve the Putin problem, but there IS a way to restructure the way that America controls its nuclear arsenal without sacrificing it's ability to be a deterrent, that could be a model that all other nuclear nations would follow.

Here's the idea: if the commander in chief wants to deploy a nuke they must first ask the head of the political opposition party in that country. If the opposition leader agrees, the strike can move forward. However, if that leader disagrees, the president must resign and give power to the vice president.

Something this simple could save the entire planet. Using a nuke implies risking the fate of the planet, and the action necessitates immense gravity. And, I would say, consensus of a nations leadership. By making the nuclear decision contingent on possibly losing office, would force the political powers to only use the arsenal in the most important circumstances, and simultaneously, remove insane leaders from power if they try.
