This is an absolute lie, first of all today was an extremely successful day for the Russian side.

Secondly no one is going to spend a million dollar worth rocket on a useless civilian building.

this could have easily been one of the Ukrainian air defence rockets that are well known to malfunction especially in foggy and rainy days like today.
