“Unnecessary Competing Capital Outlay Requests

Due to Unfunded mandates and competing Capital Outlay requests for brick-and-mortar projects unnecessary fiscal burdens plague New Mexico communities statewide.

New Mexico communities in search of affordable funding and technical assistance such as Bluewater Water and Sanitation District recently held a special meeting weighing options for seeking affordable funding and technical assistance to address out of compliance issues with state and federal regulations in the area of groundwater.

For too long Capital Outlay has been the main source of funding for community public water systems struggling to maintain and improve water and wastewater infrastructure projects.
According to the 2020 Census, 85% of New Mexico community public water systems fall under the median household income level. This leaves communities to lean heavily dependent upon Capital Outlay funding as their main source of funding due to their inability to meet the qualifications required for the loan portion of the grant funding.

Just ask your local legislators how much set amount of Capital Outlay funding they have to distribute amongst the vast number of communities within their districts who are all struggling to find affordable funding to upgrade their failing and aging infrastructure.

With grant funding being so difficult to obtain due to affordability issues, many communities are bending their legislators’ ear and almost climbing over each other in competitive efforts to obtain and secure funding to address their communities' fiscal challenges.

BWSD President Paul Spencer fears even after completing BWSD’s audits and timely reports to the state that his community, much like 85% of the communities in the state of New Mexico, will still fall under the median household income level and will in result still struggle to afford the loan portion of the state revolving grant funds of which New Mexico a was recipient: 55 billion dollars was distributed amongst all 50 states through funding made possible in the bipartisan infrastructure bill.” ~Paul L Spencer
