In this clip from the Idaho Reports YouTube channel, the Idaho Speaker of the House discusses how committee rules need to be changed and decided on by both the Idaho Senate and House.

This is important because committee heads tend to kill bills they don't like so they are never heard by a committee. Not all bills need a full House reading but the various committee should be able to read and talk about all bills assigned to them.
