Biden authorizes emergency declaration for flood-hit California

Gilroy, a town in Northern California, was partly underwater after the latest storm brought flash floods. The footage shows homes with water up to the roofs and cars almost completely under water.

US President Joe Biden earlier authorized an emergency declaration for the State of California, which has been pounded by deadly winter storms for more than a week. Days of intense storms have left at least 12 people dead and hundreds of thousands of residents without power.
