The Godley City Council Meeting held on 3 January 2022.

These are my PERSONAL observations, nothing more, nothing less.

CITIZENS COMMENTS: 5:30 – 43:30

Opposition AGAINST an ISD Police Department and the dangerous associated with one by numerous concerned citizens. Detailing dangers of a School Superintendent with NO law enforcement training heading up a law enforcement entity. Conflict of interests such as ISD image vs legal accountability/honest reporting of crime.

Longtime residents of Godley SUPPORTING the business-as-usual mentality – “Always been done this way” continuance of governance. Presented by former Godley City Council member and Current Godley ISD school Board member. Requesting NO CHANGE and “we should all just get along”.

Concerns that the transparent assurances CURRENT Council members that were promised during campaigns were not being honored and requested they were (Regarding protecting suspected employee malfeasance)

Citizen advocate explaining the proper application of Chapter 22 ALDERMANIC Type A GOVERNMENT ENTITY and the roles and responsibilities. Praises some Council members for acting to effect change, encourages others to effect change. Also, warns against dangers of ISD police department LEAD BY Superintendent.

Citizen warns of possible police abuse of powers, citing experience on school bus. Does not reference Godley ISD responsibility, cites Police. At the time of occurrence Godley ISD utilized Johnson County Sherriff School Resource Officer Program.

BOARD MEETING: 43:40

Items A, B, G, M, R, S, T, U, V, W, X, Y, Z, and AA were APPROVED

Items D, T, H, I, J, K, L, N, O, and P were TABLED to be discussed acted on at a future meeting

Item C Discussion only

Cliff Notes:
- Some Council members are trying to bring Godley and its city out of the dark ages and into an accountable, transparent, open and operating municipality. With clear checks and balances, and clear processes and systems in place that prevent single point failures and prevent the city from being beholden to a small nucleus of unaccountable individuals.

- Some Council members are trying to prevent change, and the above-mentioned concerns from happening due to feeling that there is not a problem and business should be conducted as it always has been.

- City Attorney and staff offer little to no support, guidance, assistance in the day to day running of the city. Lots of excuses and push back. Very disrespectful City Attorney on interaction with Council members.
