He cites the differences in the transitions of Baltic countries, which received support from the West and did well, and countries in the Balkans and former Soviet Union, which did not receive support and suffered economically as a result. Sachs advises the West, specifically the United States and Europe, to provide financial backing to avoid economic crisis in these countries.
