£900 ELECTRICITY THEFT - Unsolved Crime - CAN YOU HELP??

The abstraction of over £900 of electricity was clearly done by a "neighbour living in the same building".

Mains wires DO NOT *leak electricity* as it will trip the fuse box to instantly turn off the circuit, so it MUST BE STOLEN.!!

Can you help us find the person who did it ??
