Of course, voice mails are recorded regardless of state laws. But should a two- or more-party conversation want or need to be recorded, consent is required.
Also, any written 'conversations,' such as texts, emails, comments, etc., they are by nature already documented and 'recorded' per se. Though one has to prove that the person assigned to the email, comment, handle, what have you actually wrote the text, email, comment, etc.
Under Pennsylvania State law, phone calls on a cell phone can only be recorded with consent.
Anyway, I will be doing this from here on out! Thank you Attorney General's Office where Josh Shapiro now presides, for clarifying this little detail.
