Police Officers Response to a "Call" speeding with no emergency lights, explained by SGT J. Smith

Two Canton Police Officers responded tp a call with NO emergency lights on. Both vehicles drove down S. 5th Street and down Locust Street to the DMV above the posted speed limit without any emergency lights on. Disregarding Canton Police Department General Order 401.2. When I drove passed where the "emergency call" was located, there were 3 police vehicles there and all 3 of the Officers were standing standing there talking. I am tired of hearing "For Officer Safety" coming from the Police for everything they do or commands they give.
