Lycoming County is going to have a HAND recount of all paper ballots from the 2020 election and is set to start on January 9th, 2023. Here are some important things to know.

The recount will be conducted with county employees appointed by Forest Lehman, Election Director for Lycoming County
Each political party will be allowed to appoint one watcher.

The recount will conclude no later than January 31st.

Court Rules that CVRs are Public Record

This is a big win. CVR stands for Cast Vote Record and is a report generated by the voting machines that will give exact time stamps to indicate when ballots were being scanned into tabulators.

All of our prior Right to Know requests for CVRs were denied. The State Department sent out guidance to the counties to declare the CVRs “contents of the ballot box” and as such were exempt from public record.

Verity Vote fought this effort in court in Lycoming County and late last week the judge finally issued a ruling stating that the CVRs are in fact public record.
