Commissioner Joseph Gramaglia, Buffalo Police: "The Department of Public Works they spent the first several days not being able to get to the streets, but working with our search rescue and recovery teams to be able to get us through the snow to get their way down the streets so that we can save lives and, unfortunately, recover those that passed away. So, you know, we put lifesaving measures ahead of clearing the streets."
