Q: Given a vast trove of knowledge, can Tau determine relevance? What about spam attacks and garbage data?

A: Tau doesn’t offer any predetermined solution to this. It is basically all up to the users, the users will have to define what is spam, and what is not, and of course, most users will not bother with defining this but they will be able to automatically agree to people who already defined it and by that import their definitions. So the bottom line is it’s really up to the users.
