✅ FACTS:

1) Poll Workers were NEVER trained on this process

2) It's not in our Training Manual, the EPM or was even a topic of conversation at our In-Person Training 11/3

3) The date the 3 page document was created was 11/16/22 (view properties of the pdf) & the document was uploaded to the publication's cloud account on 11/17/22

4) We confirmed with an Inspector, this document was never received and the process was never discussed

🚨 2) SPOILED & PROVISIONAL BALLOTS - MARICOPA COUNTY

The largest county is the only one that issues a provisional ballot after the 2nd ballot is spoiled - per the Training Manual. The Secretary of States EPM states it should be a traditional ballot.

Michele was an Election Judge as the Islamic Center in Scottsdale. Every time she spoiled a 2nd ballot, the SiteBooks issued a traditional ballot.

After speaking with an Inspector at another nearby center, they confirmed the rule was a provisional ballot and the SiteBooks at their location were issuing provisional ballots.

So...different locations have different processes. Also, the computers were either pre-programmed to make these changes OR updated remotely during the day.
