Is It HAARP That They Use To Break Up The Chemtrail Clouds?

They spray to create clouds, but they also do something to fragment them and make them dissipate. I call it "writing on the clouds in Morse Code." I think they might use HAARP arrays to accomplish this, but I'm not certain.
