Binding demons?

Do we have the ability to "bind demons?" And, these folks who say they can, then why are they demons still active? (Luke 8 v 2, Mark 5, {Demoniac also in Matt 8 & Luke 8} Job 1 6-7, 1 John 5 v 19, Ephes 2 v 2. Adam subdue Gen 1 v 28, Noah Gen 9 v 1, 1 Cor 15 v 45) 122322
