Lawmakers unveiled a $1.7 trillion spending bill in the early hours of Tuesday. Congress must pass this massive bill or a temporary funding bill to prevent a government shutdown this week. House GOP Leader Kevin McCarthy says he’ll whip a no vote, calling it a “monstrosity.” What’s in it?
