Ivermectin and Hydroxychloroquine were identified as anti-viral and immune modulatory for SARS related viruses.

DARPA - The American Research Arm of the Military specifically knew and specifically recommended and passed the information on to the CDC that Ivermectin in particular was the ABSOLUTE Number One Product to be used in the event of a Coronavirus outbreak / pandemic.
It was fully known that Ivermectin as well as Hydroxychloroquine were HIGHLY Antiviral and Immune Modulatory - those two are the keys - to be antiviral and to modulate the immune response.
