The lack of water situation in southern California is so serious that water managers have not declared a drought emergency, but will take time until April 2023 to decide if water cuts must be made mandatory. Prior water cuts of 15% were only met with a actual 5.2% reduction, proving no water agency, business or household is taking this dire situation seriously.
