City Hall Homeless Encampment

This is the homeless encampment that has been across from city hall for years. They could easily set up a good temporary shelter on the land but do not. That could have personal sleeping spaces, showers, heat, medical help, and eating facilities for the homeless but make little effort to do such projects.
