BMO: Suspicious Activity As Recession Risk Increases. Why Is The Bank Doing This?

The Bank of Montreal also known as BMO has taken some really weird actions following the OSFI announcement of raising the capital stability buffer which essentially means having more cash on hand than usual. The banks' actions look dubious considering their financial situation. This bank has strong links to China along with the Bank of Nova Scotia. Recession risk keeps increasing with slowing GDP numbers.
