Electrostatic Thin Film Vacuum Balloon

Electrostatic charged conductive balloon instead of helium balloon, the balloon structure collapses without the charge, the structure does not hold up to balloon, against the vacuum, only the charges, therefore the structure does not need to be able to hold up, it's role is given to the charges, similar to a less dense gas, holds up the weak balloon. Same effect as person touching a charged dome and the persons hair rising up.
