Is this Russian or Ukrainian drone footage?

I believe that this footage was of a Russian drone - mainly because most Ukrainian dropped munitions have 3D printed fins attached.

Changing any army's behavior is typically very difficult. And Russia especially does not like to innovate or give responsibility to small unit leaders. So If this footage is correct, it could indicate a new phase in the ware where Russia is starting to use armed COTS drones to conduct operations.
