He entered politics in 1988 when he was elected to the Manitoba Legislative Assembly. First elected to the House of Commons in 2015, the Winnipeg MP had been fighting cancer since 2019. His death was announced in the House by fellow Winnipeg MP Kevin Lamoureux. Carr was 71.
