After a significant explosion at a three-story apartment building in Jersey, authorities report that three people are dead and up to a dozen are missing.

It happened in the populated harbor area of St. Helier soon before four in the morning.

Authorities warned that more fatalities might still be discovered and referred to the scope of the wreckage as "devastating."
