NORAD uses SBIRS, or the Space Based Infrared system to detect the heat sources of missile launches. Rudolph's nose puts of a lot of heat. NORAD can detect this infrared energy and scramble fighters to intercept and escort Santa to keep him safe on his Christmas trip around the world.
