This Bill Gates video is from 1998 when he acted like he didn’t understand what the word concern meant when he was being asked about his Monopoly and what web browsers concerned him as competition. Microsoft still dominates the computer industry and like the one article below says

“What’s an occasional billion dollar fine to one of the most profitable companies on the planet? Especially when they’re a monopoly making $100 billion dollars a year that towers over the DOJs own $25 billion dollar budget?”

This is how it works when you have money, look at FedEX and the hundreds of millions they spend settling lawsuits about their drivers not being subcontractors. Those hundreds of millions are cheaper to pay than following the law so this will continue to happen.
