If we are approaching a valued goal that we believe is important. If we perceive what we are trying to achieve as being a worthwhile goal our brains will in fact facilitate the learning required to achieve said goal. This belief can and does then transform into a manifestation of neuroplasticity in the brain. And by goal setting our brain will adopt rules of goal setting will release dopamine in the human brain.
