Hebrews 10:1-7 "Christ's Death Fulfills God's Will"

These verses explain that the old testament sacrifices of bulls and goats could not take away sin but only temporarily cover it. And then the author of Hebrews quotes from Psalms 40:6-8 which prophecy about Jesus coming in the form of a man to do God's will. In this, the old testament sacrifices had served its purpose and was no longer needed because Jesus Christ became the superior sacrifice once for all.
