The film follows John Robbins, an ex-marine who is sent to a private prison after escaping from two maximum security prisons. The warden puts a gun to his cellmate's head and threatens to shoot him if he does not torture him. John and Casey find out that one of their guards has been banished from The Insider's Camp. Walter stops his men from eating at a Christmas party, and one of them tells him he is not fit to be leader. The warden's goal is to let the insiders and outsiders kill each other once.

Jon sneaks into The Outsiders' camp and manages to get a hold of Casey, an insider, in order to obtain the distributor. The Outsiders arrive at The Insider's Camp only to find it empty, however, John had been waiting for them with the rocket-launcher loaded and fires it at them. Most of the Outsiders die, but Walter manages to escape alive from Leviticus Island.
