A "Blank Adapter" is attached to the end of a military rifle in order to allow for the cycling of the weapon when firing blanks. Semi-automatic firearms use the bullet to create a pressure seal and some of that gas is syphoned off to push the bolt back and load a fresh cartridge.

But blank rounds have no bullet, so something must be attached to the barrel in order for the gas to have a solid foundation to push against and work the action of the bolt.
