Partly due to pressure from the Trump administration, the FDA chose to require very little safety testing. This way, the products could get their emergency use authorization (EUA) sooner, which would allow them to be injected into shoulders sooner. NB: To compensate for the near absence of safety testing, the authorities promised they would monitor for post-marketing safety signals like a hawk and respond immediately if red flags became apparent.
