Abandoned and struggling bird on the trail of the park

Or was it? While walking at the park, I saw this baby bird struggling to walk in the middle of the pavement. I didn't see any other birds around, and it looked up at me with its mouth wide open. I kept walking, and then 20 minutes later I ended up back where I was, and it was now off to the side in the grass. Sorry for the poor video quality yall
