Sec. Blinken says Putin is ‘weaponizing winter’ as Russia threatens Ukrainian energy infrastructure

While being questioned about why the Biden administration hasn’t declared Russia a state-sponsor of terrorism, Secretary of State Antony Blinken called out Putin “weaponizing winter” by threatening Ukrainian energy infrastructure and says the Department of State is working with Congress to draft legislation that “would get around some of the challenges of using the state-sponsor of terrorism designation.”
