On September 8, 2022, the Municipal Labor Committee, a coalition of New York City public employees unions, held a special meeting of their general membership to consider an amendment to the City of New York Administrative Code, section 12-126. The section currently stipulates that the city pays the full cost of health insurance coverage for current and retired city employees.

The MLC voted to approve the amendment during this meeting. The amendment will be considered by City Council and Mayor Adams next.

CURRENT TEXT of section 12-126, with the AMENDMENT below it:
Section 1. Paragraph (1) of subdivision b of section 12-126 of the administrative code of the city of New York, as amended by local law number 39 for the year 2001, is amended to read as follows:
(1) The city will pay the entire cost of health insurance coverage for city employees, city retirees, and their dependents, not to exceed one hundred percent of the full cost of H.I.P.-H.M.O. on a category basis,
[AMENDMENT:]
or in the alternative, in the case of any class of individuals eligible for coverage by a plan jointly agreed upon by the city and the municipal labor committee to be a benchmark plan for such class, not to exceed the full cost of such benchmark plan as applied to such class.
