Two Royals to be promoted so that they can step in for King Charles

Prince Edward and Princess Anne are to be made Counsellors of State, allowing them to stand in for King Charles in his absence.

The move is needed as Prince Harry is no longer a working Royal, and Prince Andrew has moved away from public life.
