On his trip to Ukraine last week, US Attorney General, Merrick Garland accused Russia of war crimes and pledged US DOJ assistance to his Ukrainian counterpart in tracking down Russian war criminals to bring them to justice. But who will bring US war criminals to justice? The US has a long history of war crimes and has evaded the ICC for decades. Manila Chan reports.
