The Pennsylvania 2022 election came and went, very much like the votes on the Department of State's website which went up and down, repeatedly over the last 20 days since the election.

With a cumulative vote count, such as counting ballots after an election, why would vote totals ever go down - especially by significant numbers? There are no negative batches of ballots, so at a minimum it makes you wonder, "what was going on?"
