police accountability and misdemeanor charges

In this story the police are charged , a man in the back of a vehicle fly's forward by putting the brakes on so fast that causes the man to be paralyzed then they dragged him to a cell and pretty much dump him in a cell paralyzed. and they get charged with a misdemeanor
