Summer Wells Reward Fund- What's the Legal Problem?

The Church Hill Rescue Squad in Rogersville, Tennessee, recently filed a petition in court seeking a declaratory judgment to determine rights from the Chancery Court of Hawkins County. The court action essentially seeks to have the Court determine what should happen to the Summer Wells Reward Fund.
