COPS CUFF MAN IN WHEELCHAIR/NO LEGS FOR BEING DISRESPECTFUL. NO ARREST. SALEM MASS

This was on October 9th 2022 the time is unknown as of right now because of the format of this saved video. This was a group of cops led by captain Marc Berube, who seems to think if you are going to be in Salem Massachusetts you have to be respectful, or else you will be handcuffed and sent to the hospital against your will. This is a normal practice for the city of Salem and the Salem Police. They somehow have the power to "section" people with no medical training and those sections are not held up by the hospital. I am working on a big story involving the city and the different agenices they use for their fight against the homeless not homelessness. All contact information will be linked down below.
